e500 heater problem

Hi, I have a 2003/53 E500 which has a fault with the heater, there are no warning lights on the dash but the heater only blows cold air, with a/c on it is ice cold and switched off it is outside temperature.
fan appears work fine but no heat. I have had 2 garages check the heater matrix and neither can find a fault ......... help!!!

Thank you for your diagnosis, is this a main dealer repair or should I purchase the part and have a local garage fit it? Do you know of any Merc specialists in the Hants/Berks/Surrey border area that I could use?
