EC Whole Vehicle Approval Plate

I'm a newbie in here so apologies if this is in the wrong forum.

I have just imported a 1997 CL420 into New Zealand. It's not an easy process once it gets here. They basically take the whole car to bit and find ANYTHING they can to get fixed. I didn't think my CL was too bad till they took it all apart.
It's now well on its way toi being up to scratch but the government safety agency over here requires an "EC Whole Vehicle Approval Plate" on the car. I seem to have found mine but it doesn't appear to have the right numbers on it as per Appendix 4 on this page - http://www.ltsa.govt.nz/publications/infosheets/infosheet-2-13-europe.html#wvap

There is a plate which is very similar on the B pillar on the driver's side of the car but apparently it does not have the magic EC XXXXXXXX number on it. The alternative ia to get a certificate of compliance from MB in NZ and they charge an absolute fortune for this!

I wondered if anyone here has any clues about:

1) Is the plate somewhere else and I have missed it
2) Is there any alternative way of getting a compliance certificate directly from MB without getting robbed blind by the MB people over here.

The car's VIN No is WDB1400632A370333

It was an original import to the UK and definitely manufactured in Germany

Any help would be gratefully received!
