EDC Fault

hi i have a1999 vito 110 cdi and my edc light has come on the car is limited to 3000rpms have put the diagostic on the which gives me shut off vavle error have change all relavent vales in the area near to the fuel pump including the one which is down by the engine mount have also checked that all cable are not burnt and connect direct to ecu still problem exist, have also replaced ecu with to new ones which continue to give same error please help
