engine management problem?

My A140 will only rev up to 4000rpm,and then it struggles to run evenly and stars to splutter. Ive been told it could be the 'stepper motor', being worn at some point and not allowing the engine to rev properly.Anybody any ideas? and if it is the problem, where is it located and how much would one cost?

If you are revving the engine in neutral, and not in drive then this is normal. The fuel safety shut off comes in at approx 4000 rpm. However if you are driving the car and can only get 4000 rpm its not normal.
