I wonder why no one thought of putting the line on a "boom" that swung out OVER the pavement? Maybe too easy a solution OR, they couldn't afford the cost of a bit of rod, hinge and bolts

It's easier than that, just put the charger next to the kerb, leaving the footpath free from trailing cables. Just the same as any other utility then, gas water electric internet? All buried underground and only a hazard for a day or so, not for evermore.But then they'd have to rip up the footpath to do that, thereby creating an even bigger hazard
