Fan belt

Hi I get a squeal from my fanbelt on start up and if I rev it up, I have replaced my water pump as it sounded bad when I turned it by hand with the belt off, I have noticed that my car hasn't got the little shock absorber on the fan belt tensioner even though it has got the brackets for one, does my car need the shock absorber if so what's the best place to get one and I will need the connecting bolts . My car is a 1999 c200 w202. Thank you
