Fuel Issue

Sprinter 1997 2.9TD
Hi All,
I am new to the forum and I have just purchased a 1997 Sprinter 2.9TD 50000 miles on the clock. It ran great for the first 1000miles, pulling strong but is now struggling to get over 60mph and on hills its down to 40mph. Starts on the button and runs great round the town. I have changed the fuel filter and checked the turbo hoses for splits and all seems fine. Next check is the turbo itself, am I right in thinking if I get someone to give it revs and I listen under the bonnet I should hear the turbo kick in. Also could anyone Identify what the electronic device located on the fuel line on the photo is please.

hi I'm new here too, i have a 99 312 sprinter, I had a similar issue when one of the vacuum pipes had been knocked off accidentally when working on the fuel pump, there's a thin one near where the throttle mechanism is. Worth checking before spending more, good luck

I think that is fuel cut off solenoid/valve. I am not sure its I origional, and I note the fuel stain? Around jubilee clip. If fuel can leak, poss air can get in. Check to see if its powered engine running and not key off/out.
U prob wont hear turbo "kicking in" if motor on no load. Ie at a standstill.
