yes it is supposed to come on, so there are a couple of possibilities

first off, when you start the diesel you usually should (at least on my old 190d that i sold) turn the ignition and the glow lamp should come on, when it turns off that signals you to turn the key and start the starter motor

if the lamp fails to come on ever, then either the lamp is blown (easy to change) or your glow plugs are all in need of replacing,

cheap way of finding out is to remove your instrument panel and check the bulb, if its functional then...

Glow plugs

It'll be the indicator bulb. If the plugs weren't working at all you'd have a hell of a job getting the thing lit on a cold morning

on my diesel car (since sold) i had to get on the floor (on my back) and remove the speedometer cable from the back of the instrument cluster, it wasnt easy as its a tight squeez

if you try hard enough (with a torch to see what you are doing) you can squeez your hand up past the mess of wires and locate a copper colored nut on the end of the speedometer cable going into the instrument panel, you should be able to loosen it either by hand or with a pliers

once loosened you can dis-engage it from the cluster, then using your hand that is still there, push the cluster out

once it is out, you locate the bulb and replace it !

re-insertion is the reverse of above

cheers
