Help: front fogs

Car has been 'standing for a couple of months due to me not being able to drive at the moment and is due for its MOT tomorrow. So I have just been out to check all is working, lights, wipers etc and would you believe it bulb failure lights up and both front fogs are not working so two questions:

1 will they cause it to fail?
2 what is the most likely cause - both bulbs replaced last September following a failure of one (decide to replace the other at the same time) :confused:

The fog lamps are nothing to do with the MOT, so that is OK, the bulbs if replaced together may not have been a good batch, they cannot blow through a fault on the car
