I would say that it is the rack. Have it checked by an expert. It is possible to have it overhauled. Not too expensive.

Life would have been much easier if you put the VIN up that I asked for.

Assuming you havent got a siezed suspension joint somehwere, I'd be looking at the rack. Pump is doubtful, I've never heard of one failing.

If is has speed sensitive steering it could well be the valve that controls that.
