Not many choices,
stripped thread,
summat in the hole,
wrong size bolts / thread.

Just to add,
if at first you don't succeed don't use a bigger 'ammer.

We use a small long drill to clean the carbon out the bottom on the hole, only very light hand pressure tho, thin head material before you hit the water jacket!

cant remember now, guess it’s around five mm, if you do this, only use your fingers, there’s so little between you and the water jacket! Careful of the threads down there as well!,

Do you mean they won't start at all or they won't screw in full depth?

I've ground a flat on one side of an old bolt, that's useful for thread cleaning.
Henry with the small pipe on the nozzle sucks out the bolt boles.
I can't understand why you can't get the thread started though. You might need an M6 middle tap.

Similarly in the past I have put a hacksaw cut down a couple of places in an old bolt and tapered the end a little to make a DIY cleaning tap. Squirt WD40 or similar in as a wash but not enough to fill the tappings. Only try and turn the bolt in with gentle pressure on a 1/4" drive... little more than hand pressure on a screwdriver.

Got to be so so careful whichever method you use that you are actually starting in the existing thread groves not producing a crossthread.

Dremel with a cutting blade in it is a good tool for making an improvised tap out of an old bolt.

Run a saw cut down at the top of the bolt about 1/4 inch at an angle , then screw it in by hand it will clean out the tread of carbon ...But first take one new one out that you replaced and try that in the hole . Dont force it,, you should be able to screw the bolt in by hand so far. RedX eats carbpn so a brush full of that will clean the threads out .
