The idle control is at the back of the engine (remove airbox for good view)
its got a vacume pipe entering it from above and one leaving it from below.

There is a two pin connector on top of it.

Dunno about an idling up device, never heard of it though I have a manual.

If you unbolt this device from the engine and disconnect one of the hoses and run the engine you should see a rotary valve periodically fliping back and forth to expose or cover a pathway through the valve. The relative open/close cycle is called the dwell and that is how the ECU maintains the idle regardless of load (A/C, etc). It changes the dwell. These valves have a habit of carboning up and sticking. Remove it from the engine, block one side with your hand, then spray carb cleaner liberally in the other side. Cover with your other hand and shake for a while. The voltage applied is too brief to see with a meter. All you can do is check the continuity of the wiring to it. Cleaning can usually buy you a replacement delay if it is stuck. On some cars there is a bypass air screw around this valve to allow you to adjust your idle by varying the bleed around the valve. I suspect your car doesn't have this and using it will mask the real problem.
