It depends on the phone fitted, but as its a 1999 model it is probably a Nokia 6210 or similar. If that is the case the sim is inserted into the phone by sliding the battery off (back of phone) and you will see where sim needs to be inserted.

M6AJJ is absolutely right! It does depend on the phone. If it is a fitted unit (i.e not removable with a full telephone style handset and nowhere to plug a phone in) then it may be the Motorola International 2700. I have one of these in mine.
To answer your question, if you take the handset off its cradle, there is a slot at the bottom of the cradle at the back. The sim card goes in there with the contacts downwards (from memory). Beware that you WILL REQUIRE a full size Sim card as the mini ones do not fit. It is also not recommended that you use the convertors as these tend to leave the sim behind when removed.
