I doubt the fan runs on engine oil pressure. More likely it has a 'viscous clutch'. The one on my Viva was 2 bits of metal and a bit of cork in the middle. Your cossie one may have oil instead but it won't be engine oil.
Try the 'carrott test' and poss you need a new viscous clutch for it. Shouldn't be too expensive for a new one.
Do keep an eye on the engine temp until its fixed, especially in this weather or it could become a self fulfilling prophecy!.

As Berksie :) has said, it doesn't run on engine oil pressure, it has a viscous coupling which transfers more torque the hotter it gets.

Does it speed up when the engine is up to temperature?

You need a new visco coupling mate. I think GSF and ECP do them, or try your dealer armed with your chassis number.

Good luck finding a 2.5 16v for a decent price, you could always do a 3.0 24v Conversion  :D

I was thinking about rebuilding the 2.3 engine and putting it in the 2.5 as the 2.3 is starting to rot in all the usal places, 3.0 24v would it fit?

sounds like to much hard work to me looks like the 2.3 16v will have to be the donor engine for now

seriously the hardest bit is the loom work I think, don't forget they did do a 6 cylinder 190 so the engine should drop straight in...:D
