c200 1998 coolling fans on when ignition switch on only gos off when ingnitions switched off merc said top up a/c unit still the same

I would have said that the sender was faulty,short circuit.

Just seen a MB mod, fan runs all the time, the reason is water getting into the fuse/relay box and there are modified seals for this box.
