Should all front light bulbs be replaced at some time whether blown or not?

I wouldn't bother. The only time I replace more than one is headlights because if one blows the other is usually days behind.

Bulbs are not a service item, like they are not in your house.
When they blow, then change them.
As lostKiwi said, replace the same bulb on the other side at the same time as they are worn out and the power spikes across new bulb and old is different so the other side (worn) usually blows soon after.

I'll keep an eye on this advice,always appreciated.
