Is it water ingress? Or simply humid air in the unit condensing in the cold?

Try removing a bulb, leaving the unit open and warming in the sun (ok, that's not gonna happen at the moment!!) or use a hair drier.

Try turning the lights on for an extended period so that they get nice and warm then remove the back plate for a few minutes so that they can air and replace.
