Is there a healthy indication on your temp guage? 80c or greater is normal, if its low suspect the thermostat.

Do not forget to add some anti freeze it must be at least 30% no more than 55%.

Even if it never freezes the anti corrosion component is esential to prevent your cooling system getting rotted away from the inside with dire and expensive results after a while.

In very cold weather your engine thermostat wont let much heat into the radiator unless the vehicle is getting thashed, the engine is a big enough radiator on its own so dont expect a hot radiator. Your heater is on the engine side of the stat and should be receiving coolant at engine temperature, an air lock in the heater or a stuck heater shutoff valve or a partialy blocked matrix will not help here.

The water level lamp circuits may be at fault, sensor, wiring or blob of electronics are the suspects for that. It does not seem from what you tell us that the lamp has much relationship to your heat problem, unless of course the cooling system is not filled with coolant.

Go for bleeding the heater as a first attempt to cure it, getting the engine as hot as is practical without the rad cap on may just shift the trapped air (heater on hot as it goes, blower off). Without the cap any trapped air can expand and blow out.
