Motorists face paying tolls to drive on hard shoulder

It used to be if we are caught driving on the hard shoulder, we will be fined. Now if we drive on it we have to pay either way we have to pay.

Call it a pay lane not hard shoulder. What if we break down, it will be pushed beyond the pay lane/hard shoulder on the embankment.

Is that the hard shoulder on a motorway that I have already paid for out of my road fund licence and various other car related taxes. ?
