Mystery sensor on W124 E320 C 1994

I just noticed a llose cable and some missing fasteners around the aux fans and bumper of my car. I know the car has had cyl head work in the past, but I'm guessing this would not require removal of the fans? Anyhow, does anyone know what the sensor draped over the bumper below is, or where it should be bolted to?

It looks like it may be the outside temp sensor? Or is it a sensor for the air con?

I think that it is the outside temp sensor, sit in the car and have someone hold it and see what the temp is

It fits to the bumper at the front

I see, a bit like this then:

That is worrying, as it would seem the car has had the front bumper removed for some reason, and some gimp has not bothered putting the sensor back. Unless it is for something else of course......
