no turbo below 2000rpm

hi all, i have recently bought a 1999 c220 cdi and think its a great car but i have noticed that there is no turbo boost below 2000rpm, is this normal ?
ive had a few td cars and all of them have started boosting at around 1500rpm.
i might need to buy a tuning box to give it more power off the turbo.

Not sure how much difference there is between my engine, 2005, and yours, but peak torque figure for mine is quoted at 2000rpm, so there should still be plenty from 1500 upwards.

mine is very flat until 2000rpm then the turbo kicks in fast and strong.
around 1500rpm my engine is very sluggish.
the redline on the car is about 4k so that means half of the rev range is sluggish and half pulls strong.
ive had a mondeo tddi,530d,and a couple of audi diesels and the all turbos have started to boost around 1500rpm.

This is normal for it to kick in at around 2000 rpm
