Took the throttle body apart this afternoon, checked the gears and they looked ok, nothing worn or missing, the flap opens and closes fine the spring on this is quite firm.

The throttle body is clean and was done recently when it took the egr pipes off and cleaned them out along with a lot of other work done recently.

Got my boy in the car and started it, with the one intercooler pipe off, i put the torch on my phone on and had the camera on so I could look in there while he revved it slowly.

I noticed that on a couple of times he took his foot off the pedal and it lagged a little returning it just stopped and then after a couple of seconds returned, now when i took the gear cogs out if i move the flap and let go it instantly springs back to closed ( it a good amount of force to move it as well) I greased the gears and cleaned the carbon contacts on the pcb with non mineralated isopropol and gently cleaned the copper brushes as well.

When the engine was turned off the throttle body usually makes a little sound while it goes back to its starting point.

Issue is on mine it did this 6 - 7 times as if it couldnt return, also it was a quite audible noise it made, like a loud clicking noise ( should have recorded it) so I am inclined to replace this now.

There are no throttle body codes coming up, the reason for checking things is that after a complete upper rebuild and clean i am still getting p0299 error code only for underboost, the turbo is brand new, intakes removed cleaned spotlessly, all new bolts gaskets all around, swirl flap motor, new swirl flap arms, all new seals everywhere and pipes for the intercooler etc. The only things not replaced were the egr valve ( sorted that now) throttle body and intercooler ( new one on way ). I read that the throttle body can cause the same issue and not throw up a code but cause other codes, also that the p0299 code has other meanings as well and is not only just a turbo fault issue, it can be a related fault that stops the turbo operating properly.

Any help greatly appreciated!

Its going to Avantguarde soon anyway, if i can get this last thing done before its full health check great saves them time, if not then it will have to wait until its in their hands to see what they find.

I don't have a CLS320.
Is it a cable throttle or 'fly by wire'..?

Electronic throttle body. It's definitely struggling to settle when the engine is turned off.

I am guessing that it will need some sort of a re-calibration.

did the ingnition to on, pedal down, turn off then let pedal go, wait a couple of mins, made no difference.

As i have done everything through the vaccum system, new turbo, gaskets, bolts, inlet manifolds, seals, orings intercooler pipes, swirl flap motor , swirl flap arms upgrades, new bat wing maf, new back pressure sensor, boost pressure sensor, thermostat to radiator pipe, exhaust heat cooler flushed, egr valve stripped cleaned and bearing and rotating hook arm serviced, all new glow plugs, etc etc. Its had a lot of work, only the throttle body remains and thats the original from 2008. So i am going to replace it anyway ;)

Throttle should be open on a Diesel. It may be closed partially to create a depression in the manifold, which creates a greater pressure differential across the EGR, allowing higher EGR rates.
At key off you'll hear it close momentarily to reduce shut off shake.
It will do end stop adaption at some key offs too. Probably not every one.
