Overload Protection Relay (faulty or not)

Is there a conclusive way to diagnose a fault with the Overload Protection Relay? The throttle micro switch doesn't seem to do anything and when cold starting the revs remain at only about 500-800, so the car tends to stall when you release the throttle to brake.
Evrything else electrical works fine. The fuse on the O/P/R hasn't blown either.

Does the relay only protect the cold starting circuits, or does that fact that other things are working okay indicate that the relay is not faulty?

(Already replaced the aux. air valve and the temperature sensor)
