Sadly it won't help. They already know we are strongly against the idea as it is described. They float these things from time to time to gauge opinion. Admittedly, Notting Hill is for it, so it's fair to assume that Blair and his cronies probably believed the public were strongly behind it (that's the extent of their bubble), but I'm sure the general reaction in the media has put them straight and certainly this gov is far too weak now to push such an unpopular measure that would hit their own voters most strongly.
Then there is the technology. Personally I don't believe that they could get this working anyway. There are far too many pitfalls. The computing power requirement is so huge it would cost a 5 billion just to build (I'm sure IBM say it could be done....!), and GPS as it is today is way too fragile (opps, what is that metal cover doing on the sensor...low power jammers from ebay etc etc...). To make it cost neutral to the gov, it would have to cost us 10 times as much. After all, the cost of collecting fuel duty is bugger all. This would cost billions to run. Then there is the actual collection. They can't trace the owners of lots of cars as it stands, rarely get the fines from many and that's based on most people being honest. Put this in place and far more would go underground.
This is years off, if at all and there are lots of things that will get us first so I wouldn't worry about it too much.
sadly complaining about anything our current encumbant does gets you no where. There have been plenty of marches about shutting down hospitals but they still do it, even when people's lives are put at risk. There have been plenty of marches about Mr Prescott's desire to extend London down to the South Coast but what has the government done about that? Well, they are going to lift restrictons on planning regulations to make it even easier to destroy the country side. Amazing for a Government that claims to be "green".
