The pin that locks the fuel flap operates with the central locking, it does on mine anyway. If the doors are open, so is the fuel flap, handy when you need to fill it up.

Don’t know your car but ideas wise you could try locking the car with the flap fully open so you can observe what is happening, on my car, and as Russ describes a pin can be seen moving out, this pin will normally go into a hole on the inside of the flap, if the flap were closed, and locks it.

The flap should be spring loaded so that when it is shut it should be flush with the rest of the bodywork, if as you say it…” its open when im driving“… would indicate that this spring may be faulty/broken and that is why you have to…”hold it down “… to lock the car

I would try lubricating the pin first, it might just be sticking, spray some spray grease or WD40 at the pin when it is in its out position, that is lock car with flap open.

The mechanism for the pin that shoots out when the car is locked can be accessed from inside the boot, you will need to remove the boot trim whichever side the petrol flap is on, it is located to the rear of the flap and should have a Red? handle for manually operating the flap should the flap mechanism fail when you need to refuel.
Pull this handle forward and back a few times and try to spray some lubrication at the pin from the inside the car.

If the above doesn’t solve the problem then there must be a fault with the flap locking mechanism, or the flap itself isn’t closing properly so the pin can’t enter the hole to secure the flap, on my car it is operated by vacuum pump, yours is probably the same. It shouldn’t be a big job to remove and inspect or replace.
Don’t know if this is a dealer only item but no harm to call them for a price, any mechanic should be able to inspect or fit a replacement if you aren’t handy with the spanners yourself.

If it's a 2006 car it should still be under warranty, get the dealer to do it.

The PSE pump on this car is CAN controlled, though a late car should not leak, any water anywhere near the pump can throw up odd faults, the Diaphragm could be leaking on the lid.
