power steering dipstick levels

I was checking my power steering level today and noticed that on the dipstick there were 2 max and 2 min indicator levels on the top pair there was a figure of 80 and on the bottom pair a figure of 20.I think these numbers are degrees of temperature.
My question is,when you are topping up which level do you fill up to?

Yes it is for temperture, if the car is cold and not been run for a few hours use the bottom one, the upper one is for checking when hot ,say at a filling station.
