Radiator fan comes on when engine switched off

This is after the engine was steam cleaned on C180 98R MANUAL.
When the engine is running the fan stops!
When switched off, the fan kicks in then the battery goes flat, any ideas?

Has to be the fan control unit, common fault with 202/208/170 etc models, should be under the drivers wheelarch area, near the headlamp( silver box with one connector)
