Rear headrest retraction problem W124

Can anyone advise me why my 95 E220 rear headrests seem to retract independently of one another and then only when they feel like it. Can something be done about this within financial reason?  Please reply as though speaking  to a ten thumbed Homer Simpson with a hangover. (I recently bought the Brooklands manual and have nearly finished colouring it in.)

Funnilly enough my 1995 C180 had headrests with their own agenda too ..

The headrests are done with the vaccum system i believe ..

i know the problem , but not Sure how to fix it ...
