Repair of dog/luggage guard

Just been quoted a huge sum to replace the dog guard/luggage rollout cover on my 1988 W124 esatate. (managed to knock the end cover off to the sound of springs twirling & unwinding.)

Does anyone know how to re tension these things ot who made them for mercedes in the first place.

Thanks for any ideas guys!
