scarping noise from front wheels on A-140 elegance

hi all,
From the past few days i have noticed that when i turn to the left theres some noise coming from the front driver side wheel.it sounds like the tyre is rubbing against something.i had the car parked and turned the wheel completely towards the left and felt the insides and the outsides of the wheel to make sure its not rubbing against the body and it isnt.anyone here who can help me out with some suggestions.

Get a mate to turn the wheel while you go closer to the wheel.
Try with the engine on and without the engine on, then report back.

thanks for the prompt reply.i need to add that on a wet day the noise disappears.this has happened last week after my initial post.hope this would be of some help to you.if i get it into a car wash also then the noise is not there.
