Scuff marks

Some kind gentleman was so impressed by my car that he felt compelled to leave a personal memoir of the occasion, in the form of a nice scuff in the front bumper.

Its just the clearcoat, so I was wondering if the harder nano clearcoat can be buffed? Anyone with some experience of doing this?

Bumpers are not Nano coated as they are flexible things, so just normal paint
