Seat catches on e320 coupe

I have a 1996 E320 coupe. The seats are supposed to lock when the engine is turned on, this is not happening and no one so far can tell me how to fix it.
The MB dealers dont want to know, can anyone shed any light on this problem.

There should be a vac pipe underneath the chair. if they become disconnected the seats dont lock. Give me the first 6 digits of you vin so I can look on EPC and WIS.

They only lock with engine on and the doors closed.
