cold start valve is just in front of the throttle body it has a 90 deg small rigid fuel line going to it , if you look wher the four rigid pipes go to the injectors off of the top of the throttle body theres a fifth pipe going from the center thats the cold start fuel feed pipe , which is connected to the offending valve 
the over voltage protection relay is in the fuse box and is marked up as R4
