Smart car rear brake adjuster

I am replacing the rear brake shoes on a 2004 Smart car. On removing the shoes I saw that on one side the brake adjuster has a part that moves the adjuster wheel, but the other side does not. see Photos. Thinking that it had broken off, I ordered a new set and these are the same. How is the other side adjusted?

It's a sliding mechanism. Adjustment of one side pushes the entire mechanism and adjusts the other side. Put it together and try it without the drums on.
