In Germany you don't have to fit winter tyres but you can't use your car if there is snow & ice on the road. So in practice they all fit winter tyres.
I go to Germany several time a year, & I now notice a tendency for about 20% of cars to keep their winter tyres on all year.
Its about 5 years since I last rented a car in Germany in the winter. Winter tyres was an extra, but you can't have the car without paying for the extra.they sure do its hertz rentals for the non german drivers. (every year the same...) your point was (still?) slightly wrong, allowed to use it, you just have NO insurance.... same as going quick when its raining
