Strange inconsistent vibration '89 420 se

I have had the car almost a year now. It has 105,000 miles and has a full service history. Over the last months i have started to get a vibration that appears to originate from the front of the car almost like a wheel balancing problem. It is not always there but has got more prevelant. When i brake it really vibrates or shudders quite hard. I was wandering if it may be wheel bearings or something as if it was disc related it would surely do it every time i braked. I'd really appreciate some advice.

I don't know much about this, but could it be the control arm bushes?

Thanks. I had thought about the disc but as it is so inconsistent i had ruled it out but i reckon its a good place to start.

Update:

I got the rear tyres replaced today and when on the ramp the i tried spinning the front wheel and i couldnt. It seems that i have a sticky front caliper which i am going to have to strip and clean before mot.
