Techical documents required

Hi there i have a question for a good friend of mine who has moved back to portugal from the uk.To matriculate,ie make his car legal and convert to portuguese plates he needs a certificate of conformity(emissions and roadworthiness from mercedes)
How does he go about this?
His vehicule is a mecerdes manual c200 cdi ,year 2005
