Can these be repaired to return them to their former glory? Do you need to go to a proper dashboard repair place to get this done or is there an easier DIY method of changing these LED's?

If you are losing the temp and clock, the LEDs are not faulty, its only a matter of packing out the ribbon cables, where they have a poor connection.
