tranny issues

I have 1995 300DTurbo and occationally the tranny will refuse to shift above 2nd gear. I'm trying to narrow it down. Is it internal problems, vacuum related, or does it have something to do with a short in the knockdown switch located on the throttle linkage. I'm not really clear on what that is supposed to do.
