My turbocharger on my '07 ML 320 is behaving erratically. It was suggested that the controller may be the culprit, but purchasing a replacement is impossible because they are tuned to the individual turbochargers. Hhhhmmm
Has anyone been down this road, and can offer advice on how to proceed? Thank you,

my guess would be the electric actuator ..... they do fail. But you can get your actuator refurbished.

Where do you live , update your user details so someone can recommend an MB independent in your area .
MB specific diagnostic code readers will help pinpoint the fault .
The om642 turbo actuator issues are well documented and known by Mercedes independents

I took it to independent mechanic and he pulled codes (251101, ECR positioner, 235902, 251001). He replaced EGR valve, cleared codes and test drove. Took it home and immediately had serious intermittent power issues. Feels like transmission problems (chugging) at low, accelerating speeds with adequate RPMs. Wouldn't I expect there to be codes or engine light to indicate transmission problems?? Mech and I going for a test drive later.

You might be better with a Mercedes specialist buddy ? Someone who knows these cars and has access to MB Star diagnostics .
