Is it normal for the turbo to be louder when the car is first started (cold)

Either slight compressor wheel damage or your dpf is absent .

PDF is not absent
So I take it it’s not normal ?
Once the car is warmer it goes away maybe a couple of miles of driving

Mine does that, you can play it like a siren with your foot in my case installation error probably caught a seal on way in.

I have no experience of any difference, hot or cold if induction pipes are correct and intact.

I’d go with something. It quite seated right on the induction side, they can make an awful racket until things warm a little and expand

Mine - 270cdi - whistles a bit when cold - play a tune with it with throttle. Found heavier oil made it more noticeable. Been doing it for 170K now. No problem.

Why would that be the case if it only happens when dead cold? 2km down the road and gone.
