w123 300d cutting out.

Recently bought a 1982 300d which is excellent apart from one thing - when cold the engine seems to rev quite low and cuts out. I understand that you can turn the small plastic knob near to the steering wheel but can someone please explain how it works as twirling it seems to do nothing????
