w124 electric rear window stuck on

Hi there i have a 1994 w124 e220,my heated rear window is on all the time when i turn on ignition the switch lights up and the rear window clears immediately, no ammount of switch rocking will turn it off,is the switch faulty or is it the time delay relay anyone else had this problem?.
Also the rear headrests do not fall down when you press the switch to release them any information appreciated thanks

Item 74 is the relay unit that contains the main part, the fault could be in the dash control unit or the 74 relay (expensive)
