I have a w210. When I put the transmission in R to go in reverse, then I put it in D, the car moves forward but does not change gears. It keeps deliberately at the lowest speed. I cannot increase the speed and the gears do not change.

If the ATF level is ok it sounds very much like the speed sensor in the electric plate is playing up you do need to get the fault codes read to be certain it could be any number of things with a car that age

It sounds to me as if it's in limp mode. This will restrict gears to reverse and 2nd gear.
As above, check fluid levels, but after that likely an issue with the electro-plate (internal to gearbox). It could be as simple as debris blocking a solenoid, in which case cleaning and new a fluid change may be all that is needed.
If I recall correctly when checking codes you'll need to connect to the diagnostic socket under the bonnet for the gearbox and engine management (its a round socket).
