I've had the car for about 7 years. The Aircon has never been Arctic, even after a recharge a few years ago, but it's ok.
Two things puzzle me;
1. From the first start of the day the air is not cooled for almost exactly 10 minutes. Is this by design, perhaps to reduce the load on the engine on the initial warm-up? On subsequent starts cool air comes more quickly.
2. Should the radiator fan run when stopped in traffic? When the car stops in traffic, there is no air flow through the condenser so the air comes out without cooling
