I have adjusted the front wheel bearing on my e220 w211 using a dial gauge to 0.01mm
- when I put the wheels on, I can still feel play if I push and pull the top of the wheel, is this normal?

Yes, should have some play due to how Mercedes set it up.

Yeah i heard they should have some play, have tried rocking it at the 9 and 3 position and can't feel the play, only at 12 and 6 position, would this indicate a ball joint

I'd check top and bottom ball joints, camber arms etc..
Any movement felt for the bearing will be present in all orientations.
Personally I can't really, feel any movement in a bearing when adjusted to the correct tolerance, perhaps I'm heavy handed.
