W212 2002 not cranking. Wipers not working and all lights are working

Hi all,
I'm from india. I recently bought an used w211 2002 model 220cdi.
My car auddenlynis not cranking. Wipers are also not working. I'm not able to change the drive mode from parking.
All ignition lights are on.

Does anyone has any idea about what could be the problem

But couldn't understand why wiper is not working.

Yes.that is intact.

When i checked the fuse box in the trunk, the fuse 13 is broken and no fuses in ports 11 and 12.

What would be the implications. When i googled, i found that

11 - Rear end control unit ( found that fuse no 7 is also Rear end control unit)

12 - Cargo area connector box

13 - Interior socket
