W447 Vito adblue p13e400 & NOx sensor inactive

Hi all,
I am trying to clear the code p13e400 for the adblue system on a 2016 Vito. Adblue injector is new, dpf is cleaned not clogged, and no other error code is present. And I am trying to read the live data and it shows the NOx sensor inactive. So does it mean those sensors are bad, or some other issue within the system. Thanks.

The nox sensor is only active when driving at constant speed and not at idle. The engine also had to be warmed up etc.
