Why do top mounts not come with the locking nut ?

Having a suspension revamp on the C240 at the front. Got all the parts and will be getting the strut assembled by experienced mechanics then fitting myself.
One question is, why do the mounts not come with a nut to lock the top mount in place?
I will have to get two of these separately in order for the mechanics to fit the top mount... I have inspected all the parts I have bought and surprised the febi mounts don't have these locking nuts
The mounts themselves have no threads and use a separate slotted nut as pictured below

Said slotted nut then requires a " special tool " like this... to tighten

The slotted locknut is reusable and not single use like a Nyloc nut so does not need replacing.

You can use a nut with the same thread to act as a lock nut, if the item to which it is screwed is also threaded and not cut from the same stock. There's normally enough offset in threads to ensure that one cannot force the other to rotate.
