Wide open throttle on start up

I just replaced all injectors and resealed the delivery valves in my injector pump. At start up, I held the accelerator pedel to the floor to help bleed the air from the pump , lines and injectors. When the engine (1986 300 DSL) started, it was wide open. I was lucky that I had put a shut off valve in the diesel line before the inline filter. The engine would not shut off by switching the key off, nor by pushing the shut off lever on the injector pump. I switched off the valve I installed before the inline filter and was able to save the engine. Has anyone had this problem before or does anyone have an idea of what might be the problem? I can only think that the control rod that governs the speed of the engine is stuck. IDEAS?

Diesels are on full throttle when the engine speed is much below tick over.
I think you have a Bosch M6 inline pump, on this the centrifugal govenor unit (on the back end of the pump) controls the 6 individual pump elements via a rack (push/pull) into a gear driven rotary control on each pumping element, this is the only delivery control on the fuel system and is used to stop the engine as well as deliver the required fuel quantity as demanded by the govenor. The accelerator pedal sets the govenor and does not drive the pump rack directly. The govenor has a max/min characteristic where the rack is controled by pedal demand (via the govenor) only in the range of tickover to safe RPM limit speeds.
My suspicion is that some thing has jammed at least one of the delivery control elements in the pump when you disturbed the delivery valves. There are locking plates on the top of the pump which are used to set up and equalise the delivery of fuel to each injector, it is most important that these are not disturbed.
If the paint seal is broken on the securing bolts which hold the locking plates the pump should be re calibrated (off the engine) by a Bosch diesel expert.

How for down were the pump elements dismantled to change the seals? and why change them?
